He graduated at University of Alabama with a degree in mechanical engineering and served in the ROTC. He married Martha Henson Spencer in 1940 before he enlisted.
He arrived at Chilkoot Barracks, Haines, AK on 3 January 1943. He was Company B Commander from 3 January 1943 to 31 October 1943. He departed from Chilkoot Barracks on 18 February 1943 and arrived at Ft. Randall, Cold Bay, Aleutians, AK on 27 February 1943. He was assigned to Chief Design Section for Resident Engineer at Ft. Randall from 1 November 1943 to 2 January 1944. On DS for travel and attendance at Engineer Field Officers School, Ft. Belvoir, VA from 3 Jan 1944 to 23 April 1944 and joined the unit at Adak on 23 April 1944.
At Adak he was placed on Special Duty with Resident Engineer as Officer in Charge of Drafting Department. He departed from Adak with unit in June 1944 and had been Promoted to Capt. on 17 November 1943. He also served in the Philippines during WWII. His son Alfred Spencer, Jr. said that he went to the Philippines just before the bombs on Japan.
Spencer Creek, a tributary of the Rancheria River and Spencer Bridge were named after him. It is located north of Watson Lake. The bridge was eventually changed to a large culvert. He visited the Highway in 1970 and again in 1988.
