Education: one year high school. He eventually graduated from Southern University. Civilian occupation: mechanic and he retired as a teacher with the East Baton Rouge Parish school system.
His father was Nathaniel Henry Millican (1897-1974), a laborer with a petroleum refinery, and his mother was Bertha E. Warner (1897-1964). He married Oral Lee Lorraine Brown Millican (1925-2004) on January 1951 in New Orleans, LA.
