The segregated 97th Engineers arrived to Valdez, Alaska on 29 April 1942. There was three feet of snow on the ground. The 97th built the northern section of the Alaska Highway. Lt. Fox arrived to the Highway on December 1942 and was assigned to Company C. He and the regiment left Alaska in July of 1943.
His father was Paul R. Fox, a school janitor (1889-1971), and his mother was Mayme Etta Johnson (1895-1983). His brothers were Kenneth Paul Fox (1923-2004) and Loyd John Fox (1916-1982).
